The UK has struggled to recruit workers from within the bloc, with the bloc’s strict immigration policies after Brexit making it harder for the bloc to regulate movement of workers. But Britain’s farming sector has traditionally relied on workers from the EU. The country’s agricultural industry has also been hit by competition from imported goods.

For this purpose, the UK-based Telpask consortium, consisting of Regency Recruit Limited, Ethero Limited and three other companies, has been tasked with recruiting workers. They have been tasked with recruiting 3,750 workers from Bangladesh, India, Pakistan and Sri Lanka, among other countries, every year. This information was revealed from a copy of the official document obtained by The Business Standard. In this process, the workers will be recruited for only six months. They will have to return at the end of the contract period.

Regency Recruit officials, who are assigned to recruit Bangladeshi workers, said that if these workers want to go back to the UK for work, they will be given priority as experienced. Regency Recruit director Nasim Talukder told The Business Standard, “We have the opportunity to recruit about 3,000 workers from our country every year; but we are not interested in sending so many workers in the first year.” “The UK authorities have a condition that 97% of the workers must return home immediately after the contract is signed. Otherwise, our recruiting license may be revoked. So we will take the risk in stages,” he said.

He added that Regency Recruit plans to recruit fewer than 1,000 workers aged 18 and above from Bangladesh this year, with priority given to those with experience in agriculture. Nasim Talukder said it was not yet clear how local agencies would be involved in the recruitment process. Each worker will be paid a minimum salary of 150,000 taka per month (equivalent to £10.42 per hour). The recruiting firm, however, said the actual salary would be higher than the original offer. There would be an opportunity to work overtime outside of the regular 32-hour week, they said.

“The weekly working time, including overtime, could be 60-70 hours. In that case, the workers would receive almost double the minimum wage,” added Nasim Talukder. The migration cost per worker will be around 2.2 lakh to 3 lakh taka. This includes airfare, visa application fees and other expenses. They will work in various fruit and vegetable farms. Officials from the Ministry of Expatriates’ Welfare said that the ministry approved Regency Recruit to recruit workers from Bangladesh on March 21 this year. Since leaving the European Union [Brexit], the UK has been leaning towards recruiting agricultural workers from the Asian region. Their labor shortage has become more acute due to the Russia-Ukraine war. According to a 2020 study by the Sheffield Political Economy Research Institute at the University of Sheffield, UK agriculture relies heavily on migrant workers. They need about 70,000 workers every year.
